Seems that 'makecache' has already downloaded the .gz file and
'check-update' wants to decompress it in RDONLY directory.
We had a similar problem with comps.xml:

A quick check with (non-EPEL) yum reveals that after
'makecache' we have both:
/var/cache/yum/updates/updateinfo.xml.gz
/var/cache/yum/updates/updateinfo.xml
Perhaps adding check_timestamps=True to some decompress()
will fix this as well.. needs investigating.
