Ok... does it then do some timestamp checking, which make it work, when
you ran it immediately before as root?

Uhm... is this done when -C is in place?

Cause that would be a really bad idea, IMHO. I don't like idea that this
is done per user, especially (but not only) as probably no one cleans
the cache up.

Also as outline before, it takes quite a while, and doing this per cron
as root fits quite well, so the global data should be used.
