Merle, Yes, Buddha is the being of all things, even the worst. It is up to we Boddhisattvas to work to help purify the forms so that Buddha manifests in more compassionate forms....
The distorted, non compassionate forms are like all forms trapped in the web of causality. But as part of that web we have some degree of influence on it.... In his innermost being, even the worst of men is the purest Buddha trapped in unhealthy forms. It is the work of the Boddhisattva to free that inner Buddha in all beings so that it may express itself more purely...
