I ran into that problem as well, it turned out to be permissions (I assumed I had started zenoss as root at one point or another).  Try chowning the zenoss directory structure so that your zenoss user owns it (ie. chown -R zenoss:zenoss /usr/local/zenoss)

I am not saying that will fix your problem, but that is what I had a problem with when I upgraded to 0.23
