I had some problems with this in the beginning as well... what seemed to happen was that not all of the LAMP components were installed with the base install of ubuntu (installing lamp off of the CD...) if you remove and add all of the necessary components, (Apache, MySQL, Python, etc.) everything works fine... at least it did for me.
