Well, the Admin guide goes over this. The system you want to add should have SNMP running, and using a community name you have specified (or the default of public).

The error is that whatever you're trying to add is not responding to SNMP from the Zenoss server. So you'll need to properly configure SNMP on the device before adding it from the web interface.
