Hello Athreya Yes, this is an excellent use of Zenoss to monitor and report on IPSLA performance. You will need to setup Zenoss to collect the appropriate variables from your router and switch and store them in a datastore.
I would recommend that you review the Zenoss Administration guide especially the chapters on Performance Monitoring and Reporting to help get you started. You will also need to research and understand the MIB structure of the IPSLA component.
