Yes, you are right and either a .1 or a .0 means that the line is down I think. 
 When I run snmpget from our Zenoss box, I receive this output:

[r...@skynet ~]# snmpget -v 2c -c mexico 192.168.168.190 
1.3.6.1.4.1.5003.9.10.1.1.4.1.1.17.1
SNMPv2-SMI::enterprises.5003.9.10.1.1.4.1.1.17.1 = No Such Object available on 
this agent at this OID

[r...@skynet ~]# snmpget -v 2c -c mexico 192.168.168.190 
1.3.6.1.4.1.5003.9.10.1.1.4.1.1.17.0
SNMPv2-SMI::enterprises.5003.9.10.1.1.4.1.1.17.0 = No Such Object available on 
this agent at this OID

....or, perhaps what this means is that the lack of a .1 or .0 is a good thing 
and that it would only be present if the line had a status other than "good"?
