I reckon, too much has already been made of the "great Indian middle class" and so, at the risk of sounding like someone from the Left side of the political divide, may I point out that the government's primary concern should be making all classes, including the rich, upwardly mobile.
Poeple squarely blamed the NDA regime for their policy on disinvestment and Arun Shourie has been much demonised. Sure enough such measures were not very popular, but the fact remains that they made absolute economic sense. After a revolution in telecom, India must move toward a transport revolution, which would need not just the privatisation of the avation sector but also of the Indian Railways.
