SUBJECT:        In Memoriam - Dr. Elisabeth Mann Borgese

It is with great sadness that I inform the university community of the
death of one of its most celebrated members, Elisabeth Mann Borgese,
Professor Emerita of Political Science. She died suddenly of an acute
respiratory illness yesterday in Switzerland while on a skiing trip. She
was 83 years of age. 

The daughter of renowned author and Nobel Laureate, Thomas Mann, she
studied piano before her extensive studies in political science and law. A
citizen of the world, she lived in Germany, Switzerland, Italy and the
United States before settling in Canada and becoming a Canadian citizen.
She had a varied career as an editor, a specialist in Italian-American
relations, a playwright and an essayist. But her most famous role was an
advocate for the peaceful use of the ocean and its preservation as the
common heritage of mankind. 

She organized a pioneering conference on the law of the sea in 1970,
called Pacem in Maribus (Peace in the Oceans). Since then, 30 such
conferences have taken place worldwide. Her list of accomplishments in the
law of the sea, political science and international law is too long to
detail. 

At Dalhousie, she was best-known as the Founder and Honorary Chair of the
International Ocean Institute, headquartered on campus. Her high profile
as an expert and consultant to the United Nations, the World Bank and a
host of other international organizations raised the profile of ocean
studies here immeasurably. Over the years, she helped train a host of
civil servants and university faculty in developing countries in marine
resource management. 

Although she was officially a professor emerita, the term retired was
singularly inappropriate for this dynamic woman. Until her death, she
continued to keep regular office hours and teach courses in political
science. And, according to colleagues, she kept a schedule that would have
exhausted many people half her age. 

Her work earned her many laurels, including an honorary Doctor of Laws
degree from Dalhousie in 1998 and an Order of Canada. Earlier this year,
the Government of Germany awarded her the Gosses Bundesverdienstkreuz, one
of its highest honors. 
  
Her life was marked by movement but in later life, her oceanfront home in
Sambro Head, Nova Scotia, became her refuge. She lived there in the
company of a beloved family of dogs.     

Her fascination with the ocean was lifelong. As she said, "The oceans are
a great laboratory for the making of a new world order, based on new forms
of international co-operation and organization, on a new economic theory,
on a new philosophy.  

One of the greatest tributes came in her recent nomination for the 2002
Nobel Peace Prize, where Elisabeth Mann Borgese was called "the brightest
star in the firmament of the galaxy of those who have dedicated their life
to the cause of global peace and justice. Indeed, she has been called the
Mother of the Oceans and has been instrumental in encouraging world
leaders to rethink our relationship with the oceans and our management of
marine resources and relate it to global issues."
  
Dr. Mann Borgese is survived by  her family, including two daughters, Dr.
Nica Borgese, Milan, Italy and Ms. Angelica Borgese, California; many
colleagues and friends.   

To honor Dr. Mann Borgese's passing, the campus flag has been lowered.

Memorial arrangements are incomplete at this time. Once they become
available, I will let the university community know of further details.
