A lot of people. It was understood that the Hands were not infallible, nor was their authority all that clear in terms of the Covenant. If they had attempted to do something which so clearly flew in the face of the Guardian's own authoritative interpretations there would have been a massive outcry.

And if they had done so, it would have been disastrous for the Cause. That the Hands behaved so impeccably is what I treasure. The Cause was in their hands, so to speak, and they protected it without advancing their own egos in the process.
