It seems that the harshness of this punishment is, at least in part, related to and intended to be a deterrent to acts such as the wholesale genocidal burning of homes & villages that we've been seeing at places around the world, such as Afghanistan, the Sudan, and in Kosovo (I'm not certain villages were burned here, but if I recall correctly at least some homes were burned, as well as the bodies of those killed in an attempt to cover up the atrocity) .
