Dear Mark, That's pretty much what I'm trying to say. In the context in which Shoghi Effendi wrote these words is that there were those (Ruth White) who objected to there even being a Guardian. "It seems likely that, in numerous respects, aspects of Shoghi Effendi's work will become less relevant as time goes on. For instance, in the mid-20th century, he suggested that racism ("racialism") was the most challenging issue facing Americans." Yes, but those things aren't matters of authoriative interpretation.
