Russell, It's my understanding that the ham accessing ones station via the internet (IRB) is not the control operator. The reason is that the ham at the computer does not have the ability to shut down the transmitter in the event of trouble.
I think the bottom line is that the control operator must be in control of his or her station when operating on specific segments of the amateur bands that do not allow automation or unattended operation.
