You need to switch to a hebrew keyboard.
If you have xorg, then you'll probably have to edit it and add/edit 
something like this to /etc/X11/xorg.conf:

Section "InputDevice"
  Identifier "Generic Keyboard"
  Driver "kbd"
  option "CoreKeyboard"
  option "XkbRules" "xorg"
  option "XkbModel" "pc105"
  option "XkbLayout" "us,il"
  option "XkbOptions" "grp:switch,grp:alt_shift_toggle,grp_led:scroll"
EndSection

Restart X.
Then use alt-shift to switch keyboard to hebrew.
