In our experience purchasers/compliance officers in large retail organisations 
expect to explicitly see the RoHS amendment listed in the DoC text as per Mike 
writes below, because this ticks their box that the product has addressed the 
additional four substances the amendment was concerned with.  They may also 
want it to say ‘RoHS 3’ in the DoC and supporting documentation (technical 
file) too.

Hence a triumph of commercial requirements/persons with clipboards(!) to use 
colloquial terms and extra words over the actual obligation.  I gave up arguing 
and just did what they wanted, path of least resistance and all that!

Have had some other run ins with some retailers on some other things too that 
weren’t relevant to the product in question, but they wanted it declared none 
the less.  I won that one though   A story for my book for whenever I get to 
retirement age (probably never because the UK will be broke by then but I 
digress!)

I wouldn’t say that it was “wrong” to add the amendment, though I don’t 
recommend adding it, but since the amendment applies whether you like it or 
not, you don’t need to declare that you have applied it as it’s inherent in a 
declaration to 2011/65/EU.

The same goes for any exemptions you may have applied, or indeed have 
previously applied but have now expired.

What I've seen is language like
"2011/65/EU RoHS directive with amendment 2015/863/EU"
or
"2011/65/EU RoHS directive as amended by 2015/863/EU"

The 2015 amendment adds four substances to the original six, so you should 
mention both it and the 2011 directive.

To further this thread - The UK Government yesterday (24th January) announced 
an additional, non-mandatory 'Fast Track UKCA Process' for products placed on 
the GB market.  See the 'banner' grey box area added to the top of this gov.uk 
URL link below.  At a later date the page will get further updated, so I 
suggest to keep monitoring this webpage periodically.

Hence this is an additional route to conformity available to all us 
manufacturers. Does not look to replace either of the current CE or UK marking 
paths.

Also, the UK Government has also extended the Derogation to allow ongoing use 
of the CE mark in Great Britain to these three further Regulations:
RoHS 2012, Ecodesign for Energy Related Products 2010, and Explosives 2014 all 
of which is revealed in the 'banner'.

"the Government also intends to bring forward an additional statutory 
instrument to legislate for further measures in Spring 2024"  There will be a 
general election in the UK this year (or possibly early 2025) and a new 
government may interfere with what is currently planned.

Nothing like certainty!

Hello Experts,

In Nov 22 we (this listserve) were discussing the UKCA extension aiming to 
allow CE marking to stand in for UKCA for a longer period. We were tracking a 
related statutory instrument, which I believe has been released as SI 2022 No. 
1393 (https://www.legislation.gov.uk/uksi/2022/1393/contents/made).

This SI 1393, however, does not appear to extend the deadline indefinitely.  
According to a accompanying explanatory memorandum 
(https://www.legislation.gov.uk/uksi/2022/1393/memorandum/contents) ... "the 
instrument makes only the necessary changes to extend the time period for 
recognition of products meeting EU requirements and markings until 31 December 
2024, to extend existing labelling easements until 31 December 2027, and 
extending the time period to allow any steps taken under EU conformity 
procedures before 31 December 2024 to be considered valid to demonstrate 
compliance with UKCA, for the duration of the certificates issued or until 31 
December 2027, whichever is the sooner."

Nonetheless, a couple official uk.gov webpages  (e.g., 
https://www.gov.uk/guidance/using-the-ukca-marking) say "The government intends 
to introduce legislation to extend recognition of goods that meet EU 
requirements, including the CE marking, indefinitely, beyond 31 December 2024 
for many products."

I cannot identify any SI in the works that will provide the alleged indefinite 
extension.

Does anyone on the list have more certain information about the indefinite 
extension they could share?

The [UK] government intends to extend recognition of the CE marking for placing 
most goods on the market in Great Britain, indefinitely, beyond December 2024. 
These updates apply to the 18 regulations that fall under the Department for

Dear All

I am contacting this forum for advice on whether there are any EU CE Marking 
Exemptions for Military Equipment in France and Germany?

My reason for asking is that the manufacturers of Military off the shelf 
equipment (MOTS) who are based in France and Germany that we incorporate into 
some of our Military CE marked products which we manufacture. They have 
informed us that there is a CE Marking Exemption for Military Equipment in 
France and Germany for these products. These products are not covered by 
Article 296 and therefore not specifically exempt CE Marking. This equipment 
also falls within the scope of the EMC Directive.

My view is that Military equipment not covered by Article 296 do not have a 
general exemption to CE marking EMC requirements and that exemptions for 
specific applications are contained within certain directives such as 
2014/53/EU Radio Equipment and 2011/65/RoHS  Directives, but other directives 
such as EMC and Low Voltage Directives do not contain any exemption.

Is my assessment correct?

I don't think this issue regards radio spectrum use will ever get resolved 
ever.  Why - well explained rather neatly by Ben Goldache's answer to, "How 
many epidemiologists does it take to change a lightbulb?"

We've found 12,000 switches hidden around the house. Some of them turn this 
lightbulb on, some of them don't; some of them only work sometimes; and some of 
them work sometimes, but twenty years after you flick them. Some of the 
switches only work, sometimes, twenty years later, if one of the other switches 
is flicked too (and at the right time). In any case the wiring is rusty, 
everything's completely different in the house next door, and by the way there 
are lots of people selling spare bulbs who tell lies about houses, switches, 
and fingers.

We can change the lightbulb, but I'm not sure that'll stop you dying from 
cancer in this metaphor.

With those type of filters, the question is 'how' did you employ it? From my 
experience if the outer metallic enclosure of the filter is not really well 
bonded to a large lump of metal chassis of the equipment making the EMC racket, 
preferably at 'ground' potential, they don't do much.

Once we cured a load of conducted noise emanating from some equipment simply by 
scratching a bit of paint off the chassis and using two 10p serrated star 
washers under a similar filter component.

The filter is also needing to be located 'at the edge' of the equipment 
otherwise noise will simply get reintroduced in to the filtered side.

[PSES] U.S. equivalent to BS 1363...

Hello all, unfortunately I'm not too familiar with U.S. standards. I am looking 
for the equivalent information of BS 1363-1 that would describe the standard 
U.S. mains plug and socket dimensions, plug pin lengths, spacings etc.  I nice 
2D dimensioned drawing would be ideal.

The reason is we are needing to make sure some third party sourced plug top 
'wall wart' power supply units intended for use in the U.S. will be correct 
mechanically regards the plug & pins.

[PSES] UK CE mark extension...

For those involved in UKCA Marking, note that the UK's decision to accept CE 
Marking on equipment put on the market in Great Britain has been extended by a 
year.  An extra year of transition period now exists. The UK will allow CE 
Marked equipment into Great Britain until 1 January 2023 (Northern Ireland is a 
special case requiring CE marking).

This is a UK decision and it is not an MRA between the UK and EU.   UKCA 
Marking is still available for those who wish to use it, or need to use it, and 
for equipment which requires 3rd party certification by an Approved Body.

Maybe they will sort out a MRA and remove all the duplication and additional 
red tape having two compliance mark schemes brings!  Probably too much of a

extensions for schematics here https://sschmidhuber.github.io/LibreSymbols/

Draw lets you make rubber band connections between elements, handy for 
reorganising a drawing as it is made without having to redraw all the 
connection lines.

I am in need of a simple program for creating simple schematics of Safety 
Circuits in a variety of States.  I envision something that I can easily insert 
door switches, relays, button switches, e-stops, fuses, circuit breakers, etc.. 
 It would be nice if once laid out, I can simply click to change the state of a 
switch or relay to represent different states of a Safety Function.  And then 
save it off in .pdf format.

Does anyone know of some software that will do this for a low cost or maybe 
Free?  This is something we will use only a few times a year.

Category C in the table is if you have determined that the ESA is involved, as 
per UNECE Regulation 10.5 Section 2.12, with immunity related functions, i.e. 
one of
affecting the direct control of the vehicle,
relating to driver, passenger, or other road users' protections,
liable to cause confusion to the driver or other road users if disturbed,
for vehicle data bus functionality
affecting vehicle statutory data,
or for vehicle RESS charging  (Rechargeable Energy Storage Systems)

That needs type approval.

If not then it's category D and that lists, "Devices connecting to the 
cigarette lighter interface inside a car" as not requiring type approval, but 
the application of the EMC directive instead - probably with EN 50498:2010 
Electromagnetic compatibility (EMC) -
Product family standard for aftermarket electronic equipment in vehicles.  
(Which I think that standard pretty much has similar requirements to that of 
the type approval, just you don't need the e-mark bureaucracy).

I think I would also argue that the previous box in the flow chart 'connected 
permanently or temporarily to the vehicle wiring harness' is no for a 
cigarette/cigar lighter socket - that's an interface not the harness, it's part 
of the car and so would already be covered. And that leads also to, "No 
application of regulation no. 10" just the EMC directive as per my paragraph 
above.

In this regulation there is a flowchart under section 3.2.1 which helps you to 
determine whether this regulation is applicable for testing for 
Electrical/electronic sub assembly products (ESAs)

At a certain moment the following question appears in this flowchart:  
"Connected via an interface type approved to this regulation as amended?".  Is 
there somebody that knows how I should interpret this question?   Where can I 
find the 'approved interface types as amended?"

If the product to be tested is connected only to the standard cigar lighter 
(for 12V supply).  Is this interface an interface which is approved as amended??

[PSES] Instruction for use symbol...

I was asked what symbol should be used on a piece of equipment, where the EN 
61010-1 safety standard applies, to denote 'read the instructions for use'?  
Prior just some English wording was used but a symbol would be better as the 
equipment may be used within the EU.

It is not clear to me which symbol it should be.  I thought the experts here 
might have an opinion.

Should it be ISO 7000-1641, the 'book' with a 'i' in it.

For the latter, this is a blue colour circle. Can that be black rather than 
blue?  The reason for asking that is that on the equipment all the graphics 
(manufacturer logo, AC input etc) would be screen printed on to the metalwork, 
and they are black.

[PSES] Energy efficiency for power supplies...

EU 2019/1782 is the ecodesign requirements for external power supplies, i.e. 
their efficiency, for Directive 2009/125/EC. Someone asked me how the formula 
in 1(b) of Annex II of the EU 2019/1782 regulation was decided upon. This table 
sets out the determination of 'average active efficiency'.  I don't know the 
answer to where all that came from. So I thought posting here might bring some 
enlightenment?

[PSES] Industrial PSU to Australia...

Hello all, I've had an enquiry for a product we produce from Australia from an 
entity (not individual) down under.  The product in question is an 'industrial' 
power supply unit, 230V 50Hz AC in, 115V 400Hz out up to 3kW. It is 
self-declared CE mark for EMC & LVD (EN 61326-1 and EN 61010-1) plus RoHS.   So 
I was trying to see what needs to be done to meet Australian requirements to 
import and place on the market.  It appears, however, that there is plenty of 
guidance for the RCM requirements but not that much for a product which doesn't 
fall in to that category by virtue of not being a 'consumer' 'household' 
product.  E.g. from

1. What are the requirements for importing and/or selling electrical products?

All electrical equipment imported, and sold in, Australia must be proven to be 
electrically safe. All electrical products, regardless of use, must comply with 
AS/NZS 3820 which is the general electrical safety standard.

If the item is for use in a house, or is to be sold over the internet to 
individuals without a registered ABN, then the product must comply with the 
requirements of the RCM, as detailed in AS/NZS 4417.2 and on www.eess.gov.au. 
High risk electrical articles must be certified by a State regulator, or a 
JAS-ANZ accredited certifier like SAA."

That doesn't really expand on what is required if the product is not for 'use 
in a house' and going to be sold/imported to an entity with a registered ABN.

Hello experts,

Can anyone point me towards any guidance for selecting the appropriate CISPR 25 
emissions Class (1-5) based on installation of equipment within a vehicle? The 
standard states "The level class to be used (as a function of the frequency 
band) shall be agreed upon between the vehicle manufacturer and the component 
supplier."

I'm assuming that factors like proximity to radio antenna and length of cables 
will make a difference but can find no guidance after entering a variety of 
search terms.

This query is related to aftermarket automotive accessories covered under EN 
50498 which doesn't specify limits for conducted emissions.

I would be interested to hear your thoughts.

In October the EU and UK formally announced that from 1st April 2020 all 
external power supplies will need to meet energy efficiency VI standard.

The choice is down to the manufacturer how to achieve this requirement but yes 
I think this implies, “that the quality system entail that one must conduct an

Greetings team members,

I seem to recall somewhere either in a directive or the blue guide where it 
states (or implies) that part of the CE marking requirements entails that the 
manufacture must have a product quality system/production control..and 
this is where I need clarification: Does it imply that the quality system 
entail that one must conduct an internal product safety audit (or the like) to 
reassure themselves that there has been no deviation to the product 
design/documentation that originally supported their CE marking 
testing/declaration.

Note that I am not referring to the module conformity assessment protocol which 
involves a notified body, but just the simple self-declaration scheme. My 
search always seems to point me towards the notified body modules section, 
where they say that the 3rd party conducts factory audits, etc. but there is 
nothing that states this for the non-notified body involvement.

If there is no such production verification audit required, would it not be 
prudent to do this? ….just like the NRTL program? My experience indicates that 
most manufacturers do not conduct internal product audits relating to CE 
marking unless they forced to because they also have a certification mark on 
the product (i.e. NRTL program or other certification scheme via a Notified 
Body).

Thanks for any help you can provide me with an official exact 
clause/text/excerpt from the OJ, guides and/or directives.

[PSES] EU PSU efficiency...

I haven't seen much press about the changes to external power supply energy 
efficiency ratings in the EU and UK that has appeared on the EU and UK .gov 
websites - "Commission Regulation (EU) 2019/1782 of 1 October 2019 laying down 
ecodesign requirements for external power supplies pursuant to Directive 
2009/125/EC of the European Parliament and of the Council and repealing 
Commission Regulation (EC) No 278/2009

April 2020 will see the need to comply with Energy Efficiency Level VI plus for 
PSUs rated 10W and over output at a 10% of rated load too, which I think is not 
a requirement in the United States.

No more exemption for low voltage power supplies either ('low voltage external 
power supply' means an external power supply with a nameplate output voltage of 
less than 6 volts and a nameplate output current greater than or equal to 550 
milliamperes).

If you are considering a fuse you may need to consider using two on both 'live' 
and 'neutral' with a suitable warning.  This is due to 'EU' mains plug 
connectors being un-polarised.  So the mains plug can be inserted either way 
around, allowing the live and neutral to the appliance to be reversed. There is 
also AFAIK no set convention as to whether sockets have the live wired to the 
left or right hole in the wall socket.

Fusing in the appliance will limit the available power in the event of a fault 
or disconnect the power in the event of a class I device with 'earth fault' 
from the 'live' side.  Sounds fairly like 'must' to me regardless of what the 
standard says! :-)  Do a documented risk assessment of the product and draw 
your own conclusions...

Thank you all for your replies, much appreciated.  I do offer apologies for the 
use of ‘jack plug’ and ‘jack socket’ which of course suggests a non-suitable 
connector akin to ‘headphone jack’. Quite righty as pointed out not a good idea 
at all.  I remember a long time ago wrecking a Sinclair ZX81 which had such a 
jack socket for power.  And the same sort for connecting to the tape recorder.

The power supply will use the more usual circular DC 2.1mm dia. power connector 
and socket on the device.  They happen to be called ‘DC Jacks’ within our 
sphere which I mangled in my original email.

The product doesn’t have to work with a phone, it has manual input buttons on 
it too. The consumer would miss out on some features by not using the 'app'.

I agree 62368-1 is more appropriate as it is now the state of the art but 
commercially when ‘wall wart’ power supplies are at the price they are being 
offered for a product that will sell out before December 2020 it seems use of 
the ‘current’ 60950 or 60335 standards will overrule the correct compliance 
engineering!

Anyway I have put that to the potential vendors regarding 62368-1.

The question still remains, I guess, that is a power supply to 62368-1 right 
for household use over 60335-1?

[PSES] Power supply 60335 or 60950...

A client has a product, to be used by consumers typically in a bedroom or 
child's nursery, which has a microcontroller and is Wi-Fi enabled so it can 
present data to 'the cloud' and interact with a mobile phone 'app' to change 
some parameters on the device.  We have been asked by the client with help in 
sourcing a power supply for it from Far East sources.  They want a 'wall wart' 
type plug in device with a 2 metre lead to a jack plug.  The product requires 
5V DC up to 1A and has a jack socket DC input.  Cost is, of course, a key 
driving factor but there are some very keen priced items available out of the 
FE.

Ignoring 62368-1 for now, as there is still just over a year to go before this 
becomes mandatory and it appears the majority of 'cost effective' PSU 
manufacturers are not up-to-speed with this standard yet.  They probably will 
wait till the last minute, or relying on the 'get-out' 4.1.1 clause in 62368-1.

The question is what standard should the PSU meet?  60950-1 or 60335-1?  
60950-1 is for IT equipment, 60335-1 is Household and similar electrical 
appliances.  Both standards might apply.  If it was a laptop power supply 
60950-1 would even though the laptops are sold and used in the home.

One potential PSU manufacturer, however, does claim both 60950-1 and 60335-1 
for the same product.  Is that possible with one design?

I know this might also spark a debate about risks of FE manufacturers, 
conformity of production and so on like the excellent blog post here 
https://www.unit3compliance.co.uk/tag/power-supply/   We have a presence on the 
ground in the FE to verify any manufacturers and all the three potential 
suppliers identified so far have listings on TUV or Intertek and have also 
provided conformity documentation supported by legitimate third parties.

[PSES] Product Declaration of Conformity with external PSU...

A consumer product is powered by AA cells but also can derive its power from a 
'wall wart' mains-DC PSU via a DC jack input on the product.  The client who is 
the manufacturer of the product (as per the EU directive) has decided to supply 
a third-party wall-wart PSU in the box with the product.  The PSU does not 
carry the product manufacturer's logo but that of the PSU manufacturer (or 
possibly its importer/distributor assuming the responsibility of manufacturer 
because it will inevitably be made in Far East).

Should the product's EU Declaration of Conformity list the LVD directive?  If 
so is it acceptable to list 'LVD only with specific 'manufacturer ABC' 'model 
XYZ' PSU as a clause in the DoC?  I've not ever seen that done but don't see 
why that couldn't be the case.

Should the product's EU Declaration of Conformity also list the 2009/125/EC 
Ecodesign directive in respect of the PSU implementing measures?

Maybe there should be two Declarations of Conformity in the box? One for the 
product and one for the PSU, where the latter is a copy of the PSU 
manufacturer's DoC?
