The ARRL told me that any data transmission mode 
(defined as computer to computer file transfer)wider than 500 Hz would be 
prohibited on all HF bands if the rules changes go into effect. Image 
transmission bandwidth is unchanged. They also said that they are working to 
convince the FCC to change thebandwidthrestrictionbefore the 
rulesare published. What I'd like to see the FCC do is just have different 
bandwidth restrictions in different band segments with out restricting the 
content (data, image or voice).

Wide SSTV isn't affected by this, it can still be run in the phone bands
as it is now. The 500 Hz limitation keeps it out of the digital bands.

Anyway, despite the majority interpretation, I still don't think that
the new rules will in fact eliminate the ability to run 500 Hz digital
text modes. That all rests on what exactly is considered emission type
F2D. Most seem to believe that this includes all of the digital text
modes, but I don't think so.

According to the ITU web site (you don't get more canonical than that),
content type 'D' is Data transmission, telemetry, [and] telecommand.
Type 'B' (which isn't on the restricted list) is Telegraphy - for
automatic reception. So, it all comes down to what is or is not
considered data.

It is already established that RTTY is {F,J}2B. My interpretation is
that data refers to information to be stored in a file on a computer
(including plain text format), and telegraphy is information (pure
text only, no images or binary files) intended to be read on the spot by
the recipient. BBSes are most likely in the business of handling data,
so the mail handling stuff will be subject to the restriction no matter
what mode they use. However, if you're just going keyboard-to-keyboard,
2 KHz Pactor III counts as 'telegraphy' and thus is legal.

Cliff's notes: If you're going keyboard-to-keyboard, 1 KHz Olivia, MT63,
Q15X25, Pactor III, et al. are mode J2*B*, and thus legal. I, for one,
intend to keep using them until Riley himself tells me not to.

Since SSTV would be image, it can operate on the phone portions of the 
bands, whether digital or analog modulation. The same thing holds true 
with digital voice or analog voice since they are both phone and have 
equal status.  At least the FCC has been clear on that. They also were 
clear on allowing image on the CW/Data portions of the bands as long as 
the bandwidth does not exceed 500 Hz.

What they are not clear on is whether exisiting wide band modes can 
continue to operate on the CW/Data portions of the bands. Some say that 
the RO says no. The Winlink 2000 spokesperson seemed to suggest that he 
has inside information that wide bandwidth modes such as Pactor 3 will 
still be able to operate. When I read the FCC RO, it find comments in 
the document that seem to be saying things either way.

Here is a more significant issue:  Just because you can do something, 
doesn't necessarily mean you should do it. How many of us will continue 
to operate wide bandwith digital modes in the CW/Data areas? Especially, 
80 and 40 which lost so much bandwidth for CW/Data?

I hope none.  CW ops, and PSK ops have little enough of their own bandwidth
under the new rules, without having to go someplace else to be intefered
with by wide modes.

Here is a more significant issue:  Just because you can do something,
doesn't necessarily mean you should do it. How many of us will continue
to operate wide bandwith digital modes in the CW/Data areas? Especially,
80 and 40 which lost so much bandwidth for CW/Data?

[digitalradio] PAX2 30M

Saw that the usual suspects were lurking on 30M, 
W8LIW and KV9U, as well as VE5TLW, Terry, who lives about 3Km from 
me.

Larry at about 4:30local saw u connect to another 
PAx2 station but couldn't figure out who it was. Terry and I were fooling around 
with the repeater feature, at one point connected to W8LIW via VE5TLW ( and vice 
versa)

Nov 1 will leave my rig on 30M with the repeater 
on, and see what or who that brings. since I could hear both LIW and KV9U, you 
might want
to try connecting through me.

as before 10137.5, 1500hz USB. , running 
50watts

any other comments?
