It depends on the purpose of the album. Sometimes an artist releases an album in CD format which is a slew of 12 inch releases, and does so, so the everyday home listener can have some music in their collection by a certain artist. Whereas some artists which actually compose an album in the more traditional sense, whereby there is a flow of tracks and a theme between all the sounds - X-103 is a just one of many prime example of this.
