The C_LONGINT is 2^32 which is 4 billion. Signed 2 billion.
Starting with v11 (alias 4D 2007), i guess internally the addressable is 128 
bit! Now you can calculate the technical limit of each resource :-)

As i said, the „artificial“ limit is 1.000.000.000:
