here the pointer to the standard (outside IETF, but using many IETF
functionalities) -- Thread -- that defines unicast DHCPv6.
The specification is downloadable but formally not public, as it
requires accepting a license. There are some (license-free) public white
papers on the website but these don't cover the topic.

Mesh-wide network configuration data optionally sets a "DHCP server
anycast address" -> clients can use this, and it gets routed to the
nearest 6LBR that has configured a DHCPv6 server or agent. The
addresses are not link-local, but 'mesh-local' (i.e. a ULA confined to
mesh scope).
