The specification is downloadable but formally not public, as it requires accepting a license. There are some (license-free) public white papers on the website but these don't cover the topic. Link to spec: https://threadgroup.org/Resources#specifications Mesh-wide network configuration data optionally sets a "DHCP server anycast address" -> clients can use this, and it gets routed to the nearest 6LBR that has configured a DHCPv6 server or agent.
