XeTeX itself is based on patches to Knuth's WEB source code for TeX. It's the PDF-producing section (xdvipdf or some such) that's written using a C++ library for handling PDF. There will be the same problem with LuaTeX; I think also with pdfTeX. —Joel Salomon
