I know how the Bulgarian National Standard is set for the phonetic keyboard (by the Bulgarian Academy of Sciences, no less) and that still doesn't sway Apple: OSX misplaces several characters and even puts Russian ones in (ы where ъ should be). at least with Plan 9 I can edit the kbmap file if it was wrong (which it isn't).
