Each voice is a completely separate tune, so they can have different default
note lengths (common), metres (rarely) and even keys.  Not sure about tempo
though, since all the voices have to play together.

What I do here is to write the part in the key in which the written music
is to appear, but include a transpose directive in the header, or in the
K: field if it's single voice abc to specify how it's to be played.

V:2 transpose = -2
or
V:2 t=-2 (for short)
or is it -14? it's specified in semitones anyway.

If you do it in semitones it's pretty self-explanatory.
