I don't think a standard should impose limits that might become more 
restrictive than one could eventually want.  The standard should rule 
in terms of syntax and its semantics, not in terms of implementation 
concerns.

If compatibility with the design of current implementations is an 
issue, the standard could rather suggest guidelines for the 
conversion of values that a specific implementation might consider 
out of bounds, so that developers might adequate their code if they 
wish to do so.
