Hi Bryan,
Something that sticks out to me is that you have several people logging in
with the same user account.  This is a security nightmare.  I do not know
exactly how Access handles the login with the .ldb file.  If it uses user id
then that could cause a problem.  If it uses IP or MAC addressing then there
should be no problem.  
You also said that there was one user that seem to lock it down.  I would be
very suspect of that user and the version and table linkage.  Do a search
and make sure that you only have one .ldb out there.  
If you are using fe/be then the .ldb file should be only on the user's pc
and not on the server.  I keep a copy of the front end on the server for
users to download to their pc if they have problems or if there is an
upgrade.  If you have an .ldb on your server then you have a problem there
and it sounds like a user is maybe using a front end on the server.  Is that
possible in your situation?
Maybe someone else can shed some more light on this.  Bottom line, you
should not have to worry about deleting the .ldb file, but I guess you
already figured that one out.
