But the UGC has the financing power. If it stopps funding the affiliated colleges/universities everything fall in line. It was evident in 2006 when the Delhi High Court while hearing Sambhavana petition commanded the UGC to stop funds to the Delhi University. And the outcome resulted in hundreds of blind people got appointed as lecturers; and its a living legacy. Can this happen again?
