Some call it mid brain activation.
I have seen sighted children reading blind folded, and identifying things and 
persons.
But they said it can be tried in children younger than 15 and when I offered 
myself as potential candidate along with my children, apart from age, they said 
congenitally blind cannot be trained.

Would love to explore, though.

I'll send you the videos of the sessions conducted in Haryana, Ludhiyana and 
Calcutta Blind schools where about 400 children and adults have been treated 
successfully. It is completely based on certain brain exercises without any 
medication.
