These guidelines look very good.
However, I have been always apprehensive of the PC provided by the departments 
as there is a lack of facilities as well as awareness regarding technology.
I worked in a Government school for long. However, whenever it took me to use 
the available computers, one or the other problems delayed the presentation.
Presently, there is a computer section in every school in Delhi.
However, most of the times, something gets wrong when children wish to play a 
song.
The school's clarification is very typical, we do not want children to play 
songs on PC.

You can ask the university to provide a desktop or laptop with a screen reading 
software of your choice and ask them to provide you the question paper in 
E-text format which can be in a form of MS-Word file or notepad file. Also, to 
answer the questions you can use a Ms-Word file or notepad file to type in your 
answers. Moreover, you can show them the attachment which I am attaching herein
