aadhar is mandatory to get UDID, and many blind citizens are still
struggling to enroll and get aadhar. another lollypop by MSJE, which is
not acceptable by many central/state govt departments. surprisingly I
got my UDID within a week of my enrollment! and without error.
hope this universal card will be accepted universally.

including the card, after the verification, you should be allowed to
download the card in E form and after few days, you get the
physical card delivered as well.
Or, even better, simply upload the UDID card while booking a train
itself and you get the concession.
I hope, I make cense and officials and lawyers, please do raise this
issue or, correct me if I am wrong.
