In my opinion, in these scenarios we are expecting sighted person to help us but we ourself do not want to help our other VI fellow as it becomes our duty as well to help other VI and take care each other. For example, the scenario which you shared, if one sighted person is holding one VI person and other two are behind each other than its frontline person duty to observe sighted person and simultaneously guide person behind him/her. This way we can manage our speed and avoid accidents. I hope I was able to understand the situation well and put my proper suggestion.
