This is a deep rooted virus that has infected the system.

 

I believe that this challenge is here to stay. Will go away only when blind and 
VI candidates are empowered enough to write their own exams either using 
Braille or technology.

Dear members of Accessindia,

Most humbly and respectfully i would like to convey all of you and especially 
to the institutions and people who have direct role in guidelines and policy 
making for Pwd and who have access to government institutions.

Here are some of the issues, while the first one may be easily solvable, the 
second one may be more complex and systemic, and requires long term thinking, 
and solutions which can be acceptable by everyone.

1.      Fake medical certificate
2.      Use of solvers as scribes in the exams..

I was surprised to know that there are many exam conducting bodies like SSC 
that do not re-verify the validity of pwd certificates through medical 
examination by competent institutes like AIIMS and other premier hospitals.

The re-examination process has already been adopted by UPSC and railway 
recruitment boards; similar procedures can be implemented in all other exams in 
educational institutions too. 

 

The second issue is related to the first one and is very depressing. Let me put 
it in perspective,  imagine three candidate 

1.      Genuine pwd candidate with scribe acting as assistant, 
2.       Genuine pwd candidate using solver as scribe and 
3.      Fake pwd candidate having fake certificate using solver scribe, 

Now we already had a discussion about the first and second one in an email 
thread, in which strict regulation for the second category leads to 
inconvenience and negative externalities for the first one, while it is 
difficult to solve. It is possible given that we have a digital identity like 
AADHAAR. One such step is currently being taken by SSC itself by making it 
compulsory for the scribe to create  one time registration. Let's hope it will 
generate some positive outcome. 

 

Now, the third category who have a fake certificate, which means he is a normal 
candidate with all abilities, he is also assisted by a solver who has mastery 
over the subject and they also have the luxury of extra time. Now a paper 
designed for one normal person is being solved by two normal candidates with 33 
percent extra time. Can we imagine what will be the result? In the final merit 
list cut offs are as high as obc and general category students. it screens out 
all the genuine candidates. And if somehow the exam conducting body is able to 
limit the ability of scribe of this third category student, even then he/she 
has an unfair advantage of 33 percent extra time. So, fake certification is a 
challenging problem faced by pwd seeking reservation in India today.

 

So, I request all the stakeholders to help pwd candidates, by talking to 
concerned authorities in the government department and educational institutions.

Here are a few suggestions.

1.      Re-examination of candidates' extent of disability during document 
verification by all exam conduction bodies and educational institutions, like 
UPSC and railways does in reputed medical institutes like AIIMS. While it is 
necessary to fix both the supply and demand of certification, Fixing supply end 
can be a long term goal and requires an interdisciplinary approach involving 
doctors, Judiciary, NGO, and other government bodies. For immediate relief 
demand may be fixed by simple measures mentioned above.
2.      Notification should be published regarding this by these bodies 
regarding the same, so that it discourages fake students from applying, 
3.      Waiting list for pwd candidate so that if someone is caught during 
final document verification, a genuine waiting list candidate is given the seat.
4.       Streamline, the scribe one time registration process with more 
efficiency and reger. 
5.      Clarity in guidelines regarding the educational qualification. 
Sometimes the statement " the candidate's qualification should be one step 
below the candidate's qualification" becomes vague. For a graduate job, if a 
candidate has done graduation he/she can opt for a scribe who is 12th pass, but 
a candidate who has a masters degree can opt a graduate candidate, This should 
not be acceptable. It should be one step below the exam qualification of the 
exam.

It would be great to know suggestions from all of you on this issue, and 
suggestions on how it can be reformed.
