By now, I am certain that my suggestion of attestation would not be 
incorporated in the guidelines.

As a post script, I would like to observe as follows:

1. We are too eager to appear as if we are not at all different from five 
sensed and affluent human beings. Let me remind one and all that a visually 
challenged person is not a five sensed and affluent animal.

2. We are utterly unwilling to take any responsibility and merely insist upon 
enjoying rights in a way which should not be any different from five sensed and 
affluent.

3.  We would better be at the mercy of various banks till we advance into 
high-tech era of biometric identification, which I challenge anybody to witness 
fully before July 6, next year. I.E. within a year.

4. We are willing to afix seals in pale immitation of so-called developed 
countries which involves greater procedural formalities and hastle upon loss 
and incorporation of legal provisions imparting validity to such seals and 
tallying the number of seal on the cheque for clearing it etc. etc.,   tbut 
abhor the simple suggestion of attestation by bank official as it would be 
unacceptable and no able bodied would like the suggestion. It would be far far 
easier to obtain a different seal and notify the bankers than stop payment 
instructions and obtaining different cheque book upon theft of it!!!!!!!!!!!!!!

5. Telephonic confirmation is only for high value cheques and expecting Indians 
to use it for VH in all cases would be done who has not even elementary 
knowledge of Human psyche. Requiring blind person to be computer literate and 
having access to net for issuing a cheque is another piece of elitism.

Thanks a lot for churning your thoughts up but I am amazed as our thoughts are 
only for ourselves and ourselves without fully realizing the liabilities and 
difficulties of other parties.
