Of course, I do agree with the reasoning -- that people who use scribes
do lose marks (don't worry, I have lost the whole exam), that other
category candidates do get extra marks and it doesn't make a difference
in the knowledge levels. But my question is, if you were to mention mark
concession to someone, don't you think there is a possibility that we
(as a community) will be facing the accusation that we ask for too many
cconcessions? When people don't consider giving us the chance to write
exams using computers, which, in my opinion, is a pretty basic thing,
then where is the question of giving more marks, especially if it means
you are going to gain advantage over someone else. In my opinion, this
doesn't rank amongst the most necessary of concessions which must be
attained at any cost to gain parity with others.

Agreed. I actually meant there should no such rule. Sorry about
confusion.
Also, will agree with you on your other email that such relaxation
should be
provided to people who suffer from severe disabilities or may be someone
like who is pretty slow learner.

Well, please don't say that "I don't think such rules should get
implemented".
Either there should be no such rule, or if it is there, it has to be
implemented.
Please take clear stand, because saying that such rules should not be
implemented, and such rules should be implemented, goes against the
spirit
of rule of law.
If law is there, it is for implementation, otherwise, do dispense with
it.

We can oppose the rule or law itself, but we cannot say that even if is
on
the statute book but it should not be implemented.

I am looking for UGC circular which talks about 5% relaxation in marks

It only contains circular for relaxation of 5% marks in NET exams. I

did  a search on the UGC website but invain.
I am in urgent need of that circular.
