You are talking about recent times, but before this Windows didn't seem
to have made any cconscious effort to develop a screen reader themselves
like apple did. If one wanted a screen reader to work with windows -say-
in 2005, we need to buy Jaws or windows eyes but no other. These are
mostly community driven activity in which MS is putting some money.

It is not true that there is no free windows screen reader. I don't
know if you mean that there is no viable alternative to the expensive
commercial screen readers. There are a couple of free screen readers
these days. NVDA, a free and open source screen reader, is quite a
viable alternative to the expensive, commercial software. Thunder,
another free, but not open source screen reader, is supposed to be
quite good as well. There is something called System Access to Go,
which I know little about. There is also Fire Vox, a firefox extention
that reads the Firefox menus and does a few more things.
Have you ever tried the ones mentioned above? or are you talking on
the basis of what you know?
If you are interested in those screen readers mentioned earlier, do
get back to me and  I will point you towards their respective
websites.
