Sir The two combo boxes of month and year you are talking about are in the archive category. The calendar link given for searching the notifications falling between two dates is totally inaccessible. It is immediately after department and function combo boxes. Similar inaccessible calendar link is being used at many other places in RBI sites, external as well as internal. Yes, for digging up the archive, we can input month and year in combo boxes, but there too, no combo box for precise date.
