I think we need to take this on in a different line. More than what everyone (I think you mean every single individual disabled person) may require (I wonder if all possess adequate information to decide what exactly they require), it is immensely important to consider what is best for all, which is rights and not charity. Also it is far sensible to replace the law rather than to implement an amendment with 300 or so corrections and would still leave the Act inadequate. In short, we have a choice between a tattered coat or a fully stitched brand new one. Surely people can make their own choices when things are put this way.
