opening a joint account may be a temporary solution but is it not an attempt to ignore the problem which blind persons are facing despite of having relevant rules? Are not we capable to fight for our legal rights? Can't we come forward together to resist against the stereo type attitude of the employees of various banks who gives different descriptions of a clear rules?

Hope, it is the time when we can raise our voice against this discrimination against us.

I have done what Amit just mentioned, my priorities are different rather
then making bankers aware of RBI rules, question - when banks will stop
giving different versions of same rule for VI.Another point which
mentioned before, are some NGOs or organization is looking into this
matter/queries from different banks.

I think with the biometric system not yet in vogue, thumb impression
can't be verified by the banker.

I am not a legal expert, but I felt the master circular kept silent
with reference to operating accounts with LTI.  It would have been
better if it explicitly stated that visually challenged people can
avail all banking facilities using LTI/signature at their choice.

Even if visually challenged people learn to sign, I very much doubt
whether all the signatures would be alike to enable bankers to honor
third party cheques.

I am writing you because, on 12/10/2010 I have opened a savings
account with State Bank of India, Integrated Office Complex branch.

After a brief fight
the bank has agreed to provide me Net banking and only self
cheques.
But
bank official is referring their internal circular which states
that,
visually impaired persons are not allowed to issue third party
cheques
with
left thumb impression.

I argued that, when I am giving my LTI in front of you and filling
the whole cheque then what is the problem? They only argued that,
their internal circular did not permit them to do so. I have talked

with Mr. Kishore Singh,
who is L.H.O. is also denying for such facility despite having the
RBI
circular of 2008. He says that, this rule has come on 2009.

If anyone of the list who, can help me is willing to do so he can
give his/her mobile number, I will talk to him/her off the list.
Please, help me.
I need the facility very much.

Though I am thankful to Mr. Rajat Agrwal, who has help me a lot in
this regard. But anyone who is an employee of state bank can help
me.
