Hi Amar, You can use any text editor of your choice to create SVG. Internet Explorer version 9 and FireFox v4 and above can show you SVG. The Iveo viewer is an accessible SVG viewer or you can display the SVG in a browser and use the vOICe from http://www.seeingwithsound.com to view what you have drawn.
As for learning SVG, there are a couple of books on bookshare that may help. There is also the SVG 1.2 specification. If you know java, you can use the library at http://cnx.org/content/m39607/latest/ To draw.
