Hello, With regard to the first question there is a junior level civil judge in State of TN totally blind. Some of the list members may know him and may provide the contact details. Except this, I don't know any in present scenario.
So far I know and seen in practice, judges have the right to issue the directions with regard to the filing. Such as filing the synopsis of the cases in advance, which party wishes to rely upon during the hearing, filing the CD/E-copy of the petition. Since you're holding a judicial post, you surely know better than me about it. However, I'm not sure whether civil judges have power to issue such directions or not. But as you know, in High courts this practice works well. Third question will take time to answer and I will revert as soon as possible.
