As per my opinion, Bhavani is absolutely right. As a note to inform here, few of our access india friends are also trying to sort out this issue by reporting to the concerned department. However, if the problem persists in a government, v can file a bug in the concerned department. But, there are many more privately held websites, those can't be even accessed at a very basic level without solving the capcha. Moreover, few websites even don't allow such hacking add ons like webvisum... So, it is required for a complete change by suggesting a better idea instead of capcha or to give the capcha in text along with the grey image or it should be made mandetory to add audio challenge for all the websites. Hope the other experts on this list will come up with better idea than me.
