With BIOS setting, "processor.maxcstate-=1", as expected, all was fine.
I'll note in passing that powertop showed the CPU spending most of its time
in C state 1.

With BIOS setting, "nolapic_timer", the system mis-behaved the same way as in
the default setting.  The boot sequence paused in initializing the Ethernet
hardware until I hit the power switch to provoke a few interrupts.
