--- Comment #38 from Rich H ([email protected]) ---
Interesting, after a fresh boot with no sleep/wake I see the same:

        Capabilities: [140 v1] Device Serial Number 28-c6-3f-ff-ff-33-98-9d
        Capabilities: [14c v1] Latency Tolerance Reporting
                Max snoop latency: 3145728ns
                Max no snoop latency: 3145728ns
        Capabilities: [154 v1] L1 PM Substates
                L1SubCap: PCI-PM_L1.2+ PCI-PM_L1.1+ ASPM_L1.2+ ASPM_L1.1+
L1_PM_Substates+
                          PortCommonModeRestoreTime=30us PortTPowerOnTime=60us
                L1SubCtl1: PCI-PM_L1.2- PCI-PM_L1.1- ASPM_L1.2- ASPM_L1.1-
                           T_CommonMode=0us LTR1.2_Threshold=0ns
                L1SubCtl2: T_PwrOn=60us
        Kernel driver in use: iwlwifi
        Kernel modules: iwlwifi

I have attached an image of the BIOS settings I have, I also have TLP running
with default settings, which claims this:

# PCIe Active State Power Management (ASPM):
#   default(*), performance, powersave, powersupersave.
# (*) keeps BIOS ASPM defaults (recommended)
# Default: <none>

#PCIE_ASPM_ON_AC=default
#PCIE_ASPM_ON_BAT=powersupersave
