I'm wondering if disabling CLKREQ# support at the Root Port implicitly hides
the L1 PM Substates extended capability. That would be fairly silly given
that's the recommended workaround. I'd have to ask internally to find that out
but SunrisePoint is an old PCH and I'm not sure whether people are still around
who know about it.

Do you still have lspci output lying around from before flashing the
coreboot.rom? Does it expose the L1 PM Substates extended cap at 00:1c.0?
