Unless 4D v2003 was more lenient about this then everything should
be initialized.

Unless the actual parameters have changed they should be correct.
When I compared the old shell to new I didn't see any difference.
Also I'd expect this to fail interpreted.

Yes. If it the request is a GET. For example I can display our
various module "home" pages, and all of the query forms in our
application no problem. 4D throws the "invalid parameters" error
when I post the query form.

4D says the structure is OK with MSC.

I compacted the structure "just in case" but that didn't improve the
situation.
