Actually it looks like Activestate have built it (http://ppm.activestate.com/BuildStatus/5.10-windows/windows-5.10/Crypt- DES-2.05.txt), but it is not in the archive. It does seem to be available from the University of Winnipeg archive. You may need to install or upgrade your PPM::Repositories module for ppm to see it.
