These PIs are real PIs (at least thought to be), but not "fully registered" with RIPE as other PIs. Yes, in theory the LIR could withdraw these PIs, but certainly will run into trouble and get complaints doing so. If such a PI is returned to the LIR, the LIR could re-assign them to other end-users. Or create new PIs even RIPE itself does not longer issue PIs (as Gert wrote "but was always outside RIPE policies", but IMHO also not explicitly prohibited).
