Well. Sorry for not being precise in my wording.
What I tried to say is that LEGACY is a special status that acknowledges
that these prefixes have been given out before the RIRs existed. They
live "outside the RIR framework" as far as being subject to RIPE policy
is concerned - except in well-defined documents, RIPE policy does not
apply to LEGACY space.
They *do* live "within" the RIR framework as far as documentation is
concerned, and this is very good :-)
In any case, they have a very distinct shade of grey... ;-)
