I think that that's perfectly in line with the current policy: if you have subscribers then you need to get PA addresses. The current policy proposal is not trying to change that. But using a /64 for an interconnect is not unreasonable in other circumstances such as VPN connections between two enterprises etc. Cheers, Sander
