The main question they have is: who owns the copyright to code we submit? Presumably, we still own it (and are free to relicense it and use the code in other projects). If we don't have a header at all, the file would say that Apache owns it. Of course, this particular patch is rather trivial. However, we want to sort out a policy for future contributions, since we use several Apache libraries in our software (see http://www.gria.org/ for an LGPL example) and we have other patches we could submit too.
